Anyways, to better explain. You'll want to try out using the particle Editor which you can access via setting a launch option on portal called "-tools". This also works on any other Orange box games. Tools mode allows you to do quite a few things, but specifically on the particle editor you'll want to check out: http://developer.valvesoftware.com/wiki/Category:Particle_System
There are a few tuts there on starting off with particles. I know as well that a few tuts on Interlopers exists that run you step by step. Though I can't seem to find the exact one right now, but it was written by N00bDylan.
