DLC not until "this summer"

Isn't the DLC going to be free on PC like every other Valve game's DLC? Why would it matter for them to hold back the SDK to "increase sales"?

I think it's just a matter of they didn't finish the SDK for release and decided to push it back so they could release the game on time.

This thread started as a wild misinterpretation, which was compounded by further wild misinterpretations (including one by me) to the point where this just needs to end.
