I think that's exactly what it is. I heard in the Portal commentary that Portal used to have a Half-Life 2 look and this is it, great find. There is a lot of detailed brushwork that was probably made by the level designers as temporary models before the modellers made models for Portal. This is a look into an early iteration of the game left unintentionally by Valve.
