Where are people getting the portal avatars such as these:

Do they make them, or is there a website or something?

They make their own. It's really not hard at all. You just need to be decent with photoshop.

I'm currently creating one. Only PS crashed while I tried to save it in .jpeg-format, and I couldn't bring up the mood to launch it again, yet.
