It isn't a specific portal sprite, but there are a few sprites like it in th esprite list. You can edit sprites in the same way you edit texture files.

I think the easiest way to find out is to write an email to valve requesting the name of the specific sprite.

I looked into that a bit for P:SI. While it's possible to easily change the design of the crosshair, the color is coded into either client.dll or server.dll. Omnicoder tried to help me find it a while back, but it's hard to do (specifically, to find the exact RGB to search for). If I do have any luck, I'll toss it up here.
