I decided to assume it in a movie form when I read a Youtube comment saying that Portal is a good game but the movie based on it would be very a-, so I decided Portal: The 4th Millennium is exactly what such a movie needs.
It's like, who would watch a test subject falling in love with an irregular testing cube? An A.I. accidentally converting into a human being and a scientist with a time machine (that's me ) is way better and gets to a very interesting question: could science probably create love? (I know the same question appeared in Portal but now it's two humans (or, if you want to be technical, a human and and an A.I. ) rather than a human (or rather an android) and a metal cube. Way better.)
Or: Portal is interfering with Half-Life, and no one wants to watch Gordon Freeman running around in a Portal movie. Portal: The 4th Millennium solves that problem, making Gordon Freeman (now put in stasis by Black Mesians and pulled of like a thousand years later) only a major character of minor characters.
Or: Portal is a game, and a game usually has one character to play with, which makes a movie based on a game just boring. Portal: The 4th Millennium has several major characters (me, GL@DDA Magnet, Cave Johnson) and makes it interesting to watch. (I know the same thing is in Half-Life 2, Ep1, Ep2 where not only Gordon Freeman goes around but Alyx Vance does too, (maybe that's why HL2 is so awesome) but the game focuses mainly on Gordon Freeman. )
