If its a model put a prop_static entity down and the filter for "handrail" or "rail" or a similar word

If its a texture, open the texture browser and filter for words like "metal" or "railing"

For future reference: don't ask questions like this because you will be laughed at because its like asking "how do I spell magnificent" - presumably you have a dictionary (the model/texture browser) so look it up!

As it has been stated probably 100 times or more here, this is honestly not the best place to start if you have never done any sort of Source mapping before. If you are a complete newbie to Hammer, I would recommend visiting sites like Interlopers or Halfwit-2 and reading the tutorials they have there. We are centered around Portal specifically, not about how to do the basics. Sorry.
