That texture is something I made quickly at work and maybe is kind of a bit too 'unreal'... what about erasing the parameter $basetexture at all and play with the fog color settings? I think you can achieve a cool dark water that looks toxic (but not such a too dirty one as Valve's), which is the goal, right?
