I think that custom FGDs work on other PCs with no problems, because the bumbleball Skotty made is prop_bumbleball without downloading FGDs and the filters work.

It's not an FGD, those aren't even recognized by the game. An FGD just tells Hammer how to show entities in the editor, what KeyValues the user can edit, and what inputs and outputs to suggest.

And I'm pretty sure there's no way to pak that file--it's the client.dll.
