4. ok if you haven't figured it out yet. then you can click below, but honestly how did you manage to install portal in the first place because that's gotta be harder than getting across that road.
[spoiler]use the rocket launcher to break a pane of glass that is on the top row of glass in the building across the street to expose a portable wall over there. to get the rocket launcher to shoot over there you can either stand on a couple boxes on the tank or if you're smart you can set up a couple portals so you get a pretty clear shot into the glass through the portals. if you still can't do it after this, i really don't know what to say.[/spoiler]
and one more thing...
