Access Puzzle Maker From Console?
Does a disc version of Portal 2 sync to a Steam account? You could try installing it from that Steam account without using the disc, although I don't know if it would work or help.

Why not portal 2 authoring tools and portal 2? 
Portal 2 map making isn't limited to the PTI 
Also; did you try validating your game cache?

If that's not the case you should totally contact steam support; they're probably better in finding out why you get the no steam error. It's a lot better if you have a proper working portal 2 so you can also enjoy all the stuff on the workshop!

I'm getting closer, I can launch from steam now but I don't think it's connecting to steam servers.
