Cant play custom maps

I downloaded the "Linking Annex" custom map
but when i put the code in the console to play it, it wont open it...

I don't hav a Steam account, does that matter?
My Portal 2 route is this: C:\Program Files\Valve\Portal 2\portal2\maps
