Im having a problem with my Portal 2 Authoring tools

Im having a problem with my Portal 2 Authoring tools. I cant run any maps. every time the black box just flashes there and it says "Can't decode command files\steam\steamaps\common\portal!" what does it mean?

Verify your game cache for Portal 2 as well as the Portal 2 Authoring Tools.

Are you using a pirated version of the game?

no im not using a pirate i bought it from steam and the verifying found 4 missing files from the authoring tools but it still wont run i tried to download P2 and the authoring tool to a different computer and it has the same problem (my computer is vista and the other is xp)

Have you ran Portal 2 since you downloaded the Authoring Tools? I know this was a problem with older versions of the SDK.

What are your system specs?

yea i've ran the game meny times after downloading it and my system specs are:

processor: AMD Athon(tm) 64 X2 Dual Core Processor 5000+ 2.60 GHz
Memory(RAM): 3.00 Gt
System Type: 32-bit operating system
