why is it impossible to me to flip or turn a decal? Every time I alter it's angle with one of the x/y screens it jumps back to it's origin.

That's because you are using the decal tool.Use overlay tool instead,that way you'll be able to rotate the texture.

you'll have to make sure you change the brush faces the overlay applies to, or just combine the brushes... or not export from the PTI
