I have a suggestion .... If a bunch of map developers come together and build a story of custom maps. (Like how portal 2 campaign has a story.) We can have a custom story with Custom maps...

First, there is at least one project advertised here to do exactly that. It's not exactly going gangbusters, as far as I know.

Second, you're not the first person to ask the community to do stuff for them.

You might want to initiate things yourself. Maybe get some people in on the crew with you while you build it. If you're interested you should check out the Portal 2 Mapping Wiki. There are nice tutorials there.

And I personally would be interested in assisting in the development of a series of maps.

What about this is going to offer mappers incentive to join the project? I don't mean things like monetary incentive, but what's going to pique the mapper's interest? If it's just a mish-mash of random maps, no-one will want to join; they're better off just releasing the map independently. Make it a campaign, however, or a map pack that uses a new testing element exclusively, live the diversity vents... Then people might take a look. Even with that, though, there are no guarantees; we actually have TWO of these sorts of threads on the forums currently, and both have died (though I'm still blindly mapping for one of them out of boredom...).

Why don't you search for a group that is doing just that and join? I know of some significant one... ahem.. COUGH
