I was browsing through the hl2 (in the Portal folder) "hl2_misc_dir.vpk and "hl2_textures_dir.vpk" looking for a certain model. I found the model files, but in the vpks there were no vmts or vmfs for them. The specific model is light_floodlight_02_off* and it is under models/props_c17* .

If you check inside the model with a hex editor, you'll know what textures your models needs:

The 2 .VMT files are inside the Half-Life2/hl2/hl2_misc_dir.VPK file altogether with the model files:

And the .VTFs are inside your Half-Life2/hl2/hl2_textures_dir.VPK file altogether with the model files:
