Rats... You're right. I thought that all of the portal functionality would be in the Orange Box source code, but it looks like it isn't. (I can't find any prop_portal entity anyway.)
However, masking another turret as a Portal turret doesn't sound so hot either. My advice: forget about it and focus on ideas that are cool and possible.
