I seem to remember "multiple BSPs are encouraged", or words to that effect. Not certain, though.

Both my levels and some of Valves do that. It simply means that due to the lack of vis information for use outside of the world it tries to render everything and the engine has a limit on how much it will render in one frame. It is not a problem if it only happens while noclipping.

It doesnt happen only when noclipping, It happens twice quickly on the level
