When lighting is on my faithplates are pretty much black, when lighting is off they look as they should!

Any map with lighting turned off will change the model automatically to fullbright so thats why its fine when lighting is off.

Try putting a dim light over the faith plate OR change the 'lighting origin' above the model (i.e. create an info_target (in Portal is says path_corner. I have no idea why they changed this) and name it. Then set the Prop_dynamic's model value 'lighting origin' to the info_target).
