READ THIS REGARDING THE SOURCE CODE LEAK
A)not allow you to discuss the methods VALVe used in the code (eg: "oh! so they used a bounding box around the portal for physical space to solve physic issues", or something like that)
B)post images of modifications that have referenced to the code to achieve their results.
In my opinion, both of these should be allowed, but I'm just wondering just how far the administration wishes to push this leak to a side.

As I have already explained, 'referencing' is the same as using a chemistry set to make a batch of cola using a leaked recipe from Coca-Cola or Pepsi and then giving it away for free to everyone you know. It is illegal, and using the word 'reference' doesn't make it any less so.
As to the first part, hopefully somebody else will answer because I'm not sure.

People on Facepunch were posting desktop screenshots of the files being on their desktop. That is not only stupid, but I say go against forum rules as you are showing that you have illegal content.
As for mods, that is the question. I think we need to use "As long as it's a mod, it's ok." line that Valve said about HL2 leak stuff. I would say posting screenshots is ok, but I would not claim them if they are yours here. If you see things of mods, I don't think it would hurt to show them as long as the images are not hosted by this site, nor claimed by you. (It is on the internet anyway.) As for the term 'mod', that is hard to tell. A full compiled build of the leaked source is one thing compared to a sourcemod with some files from the leak. And those are mods are like Missing Information.
tl;dr imo, if you find things that are based from the leak, but it is not in your hands, feel free to share as long as it is not attached to this site. Also I would ask if you source your images as well so we know it is not yours. But I'm not the admin, and this is all my opinion. The goal is to protect the site and our users, so the safest route is to not allow anything at all. However, that does not set well in my stomach as we are a community that loves to see modded content.

I have two opinions
perhaps the admin team should consult each other on the specifics in the Secret Admin Lair/Subforum?

All the admins and mods need to get together and discuss how we handle content. This is not just a temporary thing, this is something that will live with us for a while. I'm on the side that we should allow screenshots that are not hosted here, nor claimed by our members. We need to read the messy book of copyright, which sorta contradicts itself like another book I don't like. Only from then we will come with a solution of what to allow, and what not.
But 100% right now, we do need to block Portal mods (The ACTUAL MODs), and source download links.
EDIT: People on Facepunch are showing modded content by screens and youtube, so that is a backup in allowing this content to be shown here.
