By your own admission, you are doing "an act capable of encouraging or assisting the commission of an offense", and again by your own admission you "[intend] to encourage its commission".
If you actually expect that someone will do it, then Section 45 gets you as well.

Just because you don't call it a serious offence doesn't mean the owners of the code won't call it as such.

I'd not say that, but, that's part of the thing. this code is widespread. to prosecute individuals who downloaded it? that would be the most time/money-wasteful thing to do. I quite simply am not going to get in trouble, as to focus so small would be tedious, and basically pointless.
that said, I don't even HAVE the code. I'm merely advocating it's use. tell me, will VALVe bother to sue advocates, who do nothing but say "yeah, modding this would be amazing!"? Furthermore, am I wrong, regardless of the legality of doing such actions, that modding wouldn't improve the code?
What I'm doing would get me no more than a slap on the wrist, maximum. but I'm not even going to get that, as VALVe would be wasting money pursuing someone as uninvolved as me, who merely advocates.
that slap on the wrist is riddled in cross-country law issues, perhaps extradition issues, and lots of money in lawyers for both sides. it is simply not worth it for them to spend so much time/wages, when the outcome at max would be a moral lesson for me, which wouldn't even change my mind.

I was thinking more on the internet side of extradition, with Topiary, who only voiced support of anons , but took no part in activity, as an EXTREME case of what VALVe could do. That seems more apt and down to earth.
but it's simply not in VALVe's nature, and it'd be a waste of time and money on their part.

welp, I'd not know. but regardless, it would cost a fair bit, and the case isn't solid enough to get me a guilty. I said the code will be modded to do amazing things, which is true. my modder is referencing to the code to do portals, while not copying. this is also true.
question is, how could I be sued. what's my "angle"? I encourage modding of it, and I know a close friend is referencing to it. is that worth a fine or court case of any kind? it's simply not enough reason to do anything.
I also believe the UK monarchy should be toppled, that americans should violently evict the government/bankers soon, and that abandonware is legal. all three of these, to an extent, could be seen as encouraging illegal actions. the first could lead to encouraging treason, the second, terrorism, and the third, copyright infringement.
how on earth do I get away with these crazy ideas that people dislike? how am I not in prison already?!?!??!1?! I am surely a menace to society for these slanderous treasonous crazy thoughts. take me to the guillotine plz.

yeah. we should dismiss all this "talking about illegal stuff and promoting it can get you sued". we're all adults. well, I know I am. and I know for a fact as teenagers, you know what you're saying. we can all take responsibility for our own actions.
my actions are advocating this new amazing change for the Portal modding community. specifically for new features of portals in the future. I see nothing wrong with this, and will stick by my actions on this regardless.
