The text translates to "prepare for unforeseen consequences."
A straight denial that an ARG was under way was made by a Valve employee shortly after the tweet was twut. That employee was lying.
The game Surgery Simulator received some DLC, and in it, under a TF2 medic statue, was... more Korean, this time attached to what's obviously a puzzle to be solved.
The "Prepare for unforeseen consequences" line is obviously from Half-Life 2: Episode 2, but I don't know what the significance of the Korean is. As much as that particular G-man quote would make me think, the cynic in me says that it's probably related to DotA or TF2.
EDIT: People are hard at work solving things already.
b) There is more Korean on a TF2 item in this Surgeon game and c) The line itself is from The Half-Life series.
Let me at least believe that this will be something cool, damnit.

What else did they expect when literally every part of this so far is related to Valve in some way or another. Unforseen Consequences is undeniably a HL2 quotation. Even if it is just related to surgeon simulator, it was awfully silly of them to use so much Valve stuff for their own pseudo-ARG.
Valve also said that "Making trading cards available to all Steam users is a step towards an event we think everyone can be excited about..."
Nothing to suggest that this is related, but it could be interesting to see what exactly is meant by this.

Remember it was in Korean. It could also be translated into English as something like "be ready for unexpected results," as that image pointed out, which wouldn't necessarily have anything to do with Episode 2.

Still somewhat interested on what Valve says is coming on Wednesday, but that's related to the Trading Cards somehow.
