He could have been talking about Portal 1. From the look of this thread it doesn't seem like he's even played Portal 2 (not knowing the ending), just seen images of it.

You're not; if you got the game then, you don't have access to the SDK. Not sure about gifted copies or Portal or Portal 2, though.

Sorry dude. Although, you should probably get a copy of Portal 2 if you want to be able to play the maps being produced here, much less contribute to the community by producing maps.

It was an admin mistake apparently, misinterpreting the OP's statement about owning "free Portal" (in this case acquired through Valve's giveaway) as an admission to pirating the game.
