Because im not all that good at making models I figured id ask and see if a nice soul could help me. My object is to make a new portal gun, well not technically new. I want it to look like a beta version of aperture labs portal gun.
I am willing to make a drawing for you to work off if youd like. (:

I don't think you're going to find much help here.
The closest thing we have is a dude who was doing re-skins for existing models. I'm not sure if he realized that it wasn't possible to add new models, or if he just didn't have the ability to.
Either way, no modelers hang out on this mapping community, as far as I know. You'll have to to find someone to do this elsewhere, if it can be done at all.

I'm not sure if you can add new models. The sentence you quoted was ambiguously worded, and I'm sorry for that. What I meant was that he never produced any new models. This is either because it's not possible OR he gave up before he finished. I don't know which.

I can model, but I have no drive to do so. Plus I can really only make static models (as a portal gun has animations).
You could try making a skin like Hober said.

Okay yea. But iv NEVER worked with skins at all. How would I go with that bwcause iv noticed a portal gun skin.
