I'm really confused on trying to load them on the game, I got the download but I have no idea what to do when I actually get on the game. I am pretty sure I extract it to the right place. (maps)

You need to place them with the other maps.

Place them in the map folder, located here...
"C:\Program Files\Steam\steamapps\common\portal 2\sdk_content\maps\"

Then to run them in the game, you need to enable the developer console. Launch Portal 2, open up the options and select 'Advanced'. Then click 'Enable Developer Console'. Exit to the main menu, then press the '`' on your keyboard (usually located top left) and type in the following...

map "mapname"

Make sure that it is the name of your map, without the quotation marks.

Then press enter.

Fixed. The "sdk_content" folder is for Hammer's .VMFs.

Now there's just the Co-Op maps, every time I try either the partner disconnects (says by user but not really)
or it sends me to main menu.

To play coop maps in coop you have to start the coop game regulary. In the lobby you open up the console and write "changelevel <map>".
If you want to start a coop map in singleplayer, just open any singleplayer map with "map <map>" and then "changelevel <map>".

Oh dude! If you are serverhost you are always Atlas, and even if you wouldn't be, it would change anything!

Pretty sure that by saying being Atlas he means being the server host

If you're trying to play a custom co-op map with a partner (as opposed to testing solo via split-screen), you need to make sure that both players have the same map file before beginning. Whereas TF2 and other multiplayer Valve games can download custom maps and other files from the server, Portal 2 doesn't do this.

I wonder why Valve cut this feature out? Would be very useful when it came to custom maps you make.

I feel pretty confident they've got to be working on it. Downloading custom maps is such a hallmark of their games, I'd be really surprised if it stays out of this one past the first few rounds of updates.
