It seems to be to move yourself between categories, not to move the project itself. xD

One more thing, why not the project has moved into first position? is logical, no? "Last completed project, first in the list"

That's the wrong dropdown box, you're looking for the one just below the "Name" field near the top of the page. And as for why it's not at the top, I believe the DLDB sorts items based on time of last modification. Moving the download didn't change the modification time, so it's inserted into the new list and placed accordingly.
