What is the name of the model that looks like this:

I think its arm64x64_interior.mdl and attached some kind of model

Yes it's arm64x64_interior.mdl. The attachment point is named "panel_attach". Use it with "SetParentMaintainOffsetAttachmend"

I know this is probably a response to every 'how to in a valve map', but decompile the map and have a look yourself.
That saying, it is actually a number of arm64x64_interior.mdls with a func_brushes parented to the top of the panel. When the arms are toggled, a clip is activated on top.
