yeah... i've seen those in some of the other maps that i've ninja'd... I can only assume they cheated. You can view the global leader boards and see the actual results and it shows ALL their names.. and some of the maps that you HAVE to use portals on. say "0" used....

Not all maps you have to use portals. Bhopping, strafing and turret / object jumping are all legitimate ways to solve a chamber. However if you are in a room that is completely sealed off and you have to use a portal to get out, that would be cheating.
There are some maps... That as far as I can tell (and i'm pretty good at portaling (except i hate glitching (eg: portal-bumping (or w/e it's called, where you gain height.... without actually getting more speed/height?))))

The exploit with self-factured momentum got fixed before the challenge mode came out, so there is no "cheating" like that in the score list!
Also the record you show is absolutely possible without cheating! Here I played that challenge with 0 portals:

You have to be clever and know properties (like delay) of objects, but I would NOT call this cheating.

also. i should note. that looking up HOW to do these things (before achieving them yourself) is, also, in my opinion, cheating.
i may look up a video after i have an equal to, or better, score, just to see how other people do things. but never before.
