This is the player recording themselves playing the mod/map. The start of the video where the player looks around and gets up is an animation. They probably made a custom one for it as I don't remember seeing this one in Portal 2.

You can try fiddling with point_viewcontrol if you want the camera to zoom and/or pan round important scenery to introduce the mod.
