Just today I changed my IP 3 times.....

how can you afford that? i mean even if you don't have a contract. you'd have to hassle with all the calls and setting up new service... i don't see what the point would be, you'd never be online. you'd be spending all your time just changing ip's...

unless of coarse you mean your IP address? in which case my vote is still never... i just let my modem/ip (internet provider) change it whenever they feel like it.
