These questions are really difficult to understand, so I apologize if I give you any answers that have nothing to do with your questions.
First off, The tool the guy was using in the video you saw was the "block tool". The block tool should be one of the first things you learn in hammer. It's used to create walls, floors, ceilings, trigger entities, and function entities. When you first create something with it, it will be a block, and you can tie it to an entity with Ctrl+T. In the tutorial you showed, he tied it to a trigger_catapult entity.
If you create a block with this tool in any sort of pit, and texture the top of the brush with the toxicslime002a texture (and the rest of the brush with a nodraw texture), you get water. This water will not kill you, nor fizzle any cubes. If you want to make the water fizzle cubes, you will want to create another brush/block that covers the surface of the water you have created. Press Ctrl+T to make it an entitie. Then make it a trigger_portal_cleanser entity. Under the 'Flags' tab for the portal cleanser, make sure the only thing checked is 'Physics Objects'.
