I can understand why. The flash support on the PSP sucks balls, using the inbuilt web browser at least. It was thrown in as an afterthought really, and is not very useful for much. I have seen a few homebrew flash players that are supposed to be better, but I have yet to try them.
The console itself, however, is more than capable. If you coded the game from the ground up using C/C++, as an eboot, there would be no fps issues.
In fact, I fully believe that the system would be capable of a full 3D version of Portal, if you scaled down the graphics and simplified the physics. It would be a hard task to undertake, but i believe it would be very possible.
I'd have a go myself, but my coding skills on the PSP are presently limited to "hello world" programs.
