CU-STOM CON-TENT
As in NOT the easy peasy program everyone uses Called PTI, but the HAMMER program. Unless you are using the program called HAMMER to somehow upload maps, which is NOT the program that you use IN portal 2 that uloads maps, I have no idea what anyone is talking about.
I tried the publishing tool and it kept giving me an error

Like with SP maps, you need the func_instance global_pti_ents somewhere in the map and a trigger for the voting dialogue. For the latter you could use the new coop_exit func_instance from the instances\p2editor-folder and replace your former exit room with it.
