Perhaps it could be set during Bring Your Daughter to Work Day, or the days before/after it.

It could be anything. There are lots of plots that can be included in the multiverse, so it doesn't have to be about the Portal 1 and 2 and coop, it can be about the PTI multiverse which plot has nothing to do with GLaDOS or Chell or Caroline.

Abrams has been commissioned by Disney to direct the next Star Wars movie, and might be too busy with future installments that, as well as producing future Star Trek films (more likely producing, since he'll be busy with Star Wars and it will be awesome!

So I think that more realistic candidates are Tim Burton, or Steven Spielberg. Burton seems better suited to the job though.

Tim Burton could pull that off well in my opinion.

If they do make a movie involving co-op and/or chell, they should make a whole new storyline, where chell is still in the facility, and the bots are trying to venture away from GLaDOS because they are beginning to feel more human. The three finally meet together, and try to escape together, but then get seperated, and rejoin as they escape the facility.
