It looks like you switched your language, then there was a problem building the audio cache. Try verifying your game files.

Is NOT a problem; I have the same thing in my console.

Go start portal 2; and once it started type in snd_rebuildaudiocache you will see a loading screen, once all dots are orange; go to control panel and terminate portal 2, then restart and then the sounds should work.
