Doomsday192's Handheld Energy ball shooter thing
Yeah Doomsday192 was talking about including a weapon shooting energy balls in his map. I believe he was gonna use the AR2 from half-life 2 which would not have worked. (Please note i'm not sufre if he was gonna do it this way) Now i found a way to shoot balls that actually works (activates the catchers) And i would ask you if you think this could make a good map, and if it would be wrong because doomsday192 came up with the idea first. Please tell me. I can do the same thing with a rocket but i can't find any uses for it except destroying floor turrets.

Would it be wrong to steal an idea even though they never FINISHED it or RELEASED any beta/WIP versions?

I only wanna make this cause i find his idea interesting, And i think some nice puzzles COULD be made.
generally, try to see if you can contact them and ask. that would be the way I'd do it.
however, you could just try to make it and use it.
I'd choose the first option. I'm very polite

If you mean one of the alternate cubes by Kayaia, he did say here that anyone can use them in map.
If it's from someone else, they usually mention in the post whether or not you can use it. (Otherwise: PM.)
Besides, I happened to play through one of his old maps recently (by chance), and I noticed/remembered that he blatantly ripped off a puzzle from someone (Hurricaaane, I believe). It was the timed stair-step fling thingy - anyone who played it knows what I'm talking about. Therefore, if he had a problem with it, he'd be a hypocrite. [/rant]
Edit: Damnit HMW, now the mention of a patent seems redundant...
I always keep the thread page open and refresh it just before submitting, for exactly this reason. It already saved my ass a few times... 
And do you seriously think i could even get him to answer after how i pissed him off?
Ok thanks guys i'll start mapping and release if i think it's worth it (Yep that's how i wanna do things now, i actually just made another map that i am not going to release

I agree, history is full of ideas that were used by someone else who got the credit. It's like a free market, whoever comes out with it first is the one who will be credited with it. It's only considered stealing if you take the code that he wrote and claim that you did it.
