You are not able to create mod without hacking extras, like The Core did.

You can save in the core.I just tried it and works fine
Only 'Load Last Save'.
The load menu is normally off the 'Single Player' menu, and the way the The Core works is by hacking the Extras menu, so it doesnt have the Load menu.
I've just tried playing around with creating my own Single Player menu, nearly got it to work, but I'm stuck on being able to specify chapters and which map name to load.
Its 'supposed' to follow chapter1.cfg files in the cfg dir, but it doesnt seem to want to do that 
I'm either doing something wrong or it doesnt work in portal, hence the fact people hack the Extras menu.

Also check "the core" files.Might give you an idea
'The Core' doesnt have a load menu though, so that doesnt help
