it will run ALOT better for the lesser video cards... i went from 30-40 fps to around 200 fps.
all u do it go to where your commands are for your shortcuts weither it is in steam or on ur desktop paste this into it

-novid -console -dxlevel 81 +mat_forcehardwaresync 0
``` this will make it change the settings each time so if u dont want it full screen just add 

-windowed
