Try to verify the integrity of cache files.

Go to your games library (at steam) > Portal2 >[mouse right button] > Properties > Local Files tab > Verify integrity of game cache

What worked for me:
1. Delete Local Content for Portal 2 Authoring Tools
2. Verify Portal 2 Game Cache
3. Install Portal 2 Authoring Tools
4. Verify Portal 2 Game Cache

Indeed, what it really worked out for me was to delete:

vbsp.exe, vrad_dll.dll, vrad.exe, vvis_dll.dll, and vvis.exe

from your portal2/bin folder...

And then re-verify your Portal 2 cache.

I found the problem!
I found out that steam is installed in (H:) hard drive, and not in (F:)
So i went to steam\steamapps\common\portal2\bin
Opened "GameConfig.txt"
And changed everything that sayd "F:" to "H:". It works normally again. Thankyou anyway guys.
