Seeing the same puzzles for a year is not fun. Everything is just a slight modification of another puzzle.

Basically, yeah.
Creativity, SDK's, and updates make a game popular, but Valve missed a few steps.
As mappers we could chuck out some crazy ass maps, but it still wouldn't be enough to honestly get Portal back into full swing. That's mainly the reason why I stopped mapping for Portal, and I really enjoyed working with new game mechanics too.
It's just the issue is either a map is too hard and frustrating, or it's just too easy. It's very hard to get something that's in between, especially with something like a whole new game mechanic.
. Especially with all the modding potential portal has.

Prelude just had new levels. Project Beta is a TOTAL CONVERSION. The "Stuff" they speak of is a new playermodel, new portal skins, 2 different endings, reskinned portalgun, and they're trying to have some of the beta chambers...
