- Have a topic.
- Make a forum for it.

Forum topic: puppies.
Forums: Talk about puppies.
That's it. Not 51 billion subforums for every possible interest someone might have.
Your forum should be simplified to:
1. News
2. Help (need help? Have a suggestion? Been banned?)
3. Discussion (with an introduction thread, a spam thread and a happy birthday thread)
4. archive (where old contests and forum games go when they die)
That's all.
