I do not know how that would work or if it is even possible, but I thought it would make for a most entertaining contest. If anyone agrees, please let whomever it is that needs to know that it should be the next contest. I would love to play such a level. I'm sure other people would enjoy such a level as well.

I'm making one that will be released on the 31st. It will be a mix between fun puzzles and a little bit of horror. I posted a picture on the Showcase Thread of the Laser Pumpkin Face. It's not made to be completely scary. It's also a bit on the long side, since the map has at least one of the main testing elements.

You enter an old Aperture testing chamber which is rumored to be haunted. You approach a wall and as you're about to shoot a portal at it... a red portal appears! A second later, you hear another portal sound and see the red portal show a location you haven't seen yet but it's surrounded by toxic water. Do you go through? Of course. And the adventure starts!

Good quality maps here consist of creative geometry, difficult puzzles with enough direction for you to figure out relatively quick, and just overall detail. Using dumb gimmicks like floating cubes and the occasional so-called "horror" maps wont land your map in the spotlight.
Seriously though, the original idea of a single player map playing like a coop map is pretty solid. I think Hammer could pull off a lot of tricks like that.

A walking NPC in portal 2 would be marginally difficult. I believe that the Valve team cut out the entities used for walking NPC's (the only one left being a generic_actor). Plus there is no human character (other than Chell) that you can use.
I remember that there was a example map of a walking NPC posted somewhere (custom model), but for me it didn't seem to work when it was compiled as it was originally meant for Portal 1.
